WebIncoming healing wasn't a thing in Vanilla Classic, but was added in to tBC so, since it's available in Retail's built in Health trigger it really ought to be included in tBC. I'll poke about a bit and see if it can just be enabled on the built-in trigger. It (the Blizz API) doesn't include HoTs in tBC, if that matters.
